[Halld] [New Logentry] hdops home directory cleanup

I have deleted all files in the ~hdops/WILL_BE_DELETED directory.

Many files from the hdops home directory have now been moved into WILL_BE_DELETED.

If anyone finds a critical file missing from the hdops home directory then:

1. Ponder very deeply on whether this file really needs to be in the hdops home directory

2. Decide why this file has not been backed up somewhere else if it is so darned important

3. Move the file back out to the home directory with the confidence that you will be able to 
    defend this decision at the next run meeting
