[Halld] Surveys by ARMs in the 12 GeV era (fwd)

JLab has revised the procedure for the radiation survey of the halls -
see the forwarded mail. The ARM will just escort people in the hall
for a short work, but will not do the full surveys. The full surveys
will be done by the RadCon personnel. There will be a RadCon person on
call for the off hours periods, but the Operations will decide whether
to call them or not. So, any prolonged work in the hall during running
periods may be delayed till the next day.
The accelerator is working on the rapid access procedure for Hall D,
which should help.

Colleagues,
I am writing to update you on developments regarding our Assigned
Radiation Monitor program. We've benchmarked our program against other
DOE labs, and reviewed the ARM program over several months, including a
review during our most recent RadCon program Peer Review. As a result,
we are making changes to the scope of the ARMs' duties.
What's the bottom line?
The changes we're instituting will mean that ARMs can no longer conduct
full surveys in which they post radiological areas and allow general
access to the accelerator enclosures, including halls. ARMs will
continue to be qualified to conduct "escorted access" type surveys.
RadCon will continue to provide priority support for all accesses during
normal work hours, and will support */pre-planned work activities/* that
require full surveys off hours. For unplanned/emergent work off hours,
Operations will determine whether to call RadCon in for survey support.
These changes mean that planning and coordinating accesses to halls is
more important than ever. Communications between all parties will be
vital to prevent delays and miscues.
