[Halld] Possible extension of the spring run

At this moment the official plan is to run till April 16. However, the
Lab may receive enough funds from the DOE to run till May 7.  The DOE
decision on the FY18 budget is expected to come out soon.  Meanwhile,
the collaboration should plan for this extension, filling the shift
schedule and the RC positions.
