[Halld] Policy for changes to the production running configuration

Hi All,

As discussed at the Run Coordination meeting this morning, while the experiment is in the production running configuration (as we are now) it is important to keep the conditions as stable as possible.  To that end we agreed on a policy for changes to the production configuration (voltages, configuration files, etc.) as follows:

All changes should have an entry in the shift log when they occur
For any change that affects the production data written to tape
Contact the Run Coordinator for notification and decide on a time for the change
