[Halld] @is_2018production

Hi all,

For this running period, to select production runs, please use the search
alias @is_2018production - this should filter out most of the
non-production runs that got in previously. You'll need a new version of
RCDB to use this.

Note that there are search aliases for other conditions that have been
defined - probably the easiest way to find these out is by going to the
RCDB web page, typing in "@" and looking at the autocomplete suggestions
given by the webpage.

Please let me know if there are any production runs that are not found by
this search term.
