[Halld] Run update. Shifts cancelled until 09/21

Dear Collaborators,

Accelerator is advising us to staff the counting rooms starting next week on Friday 09/21 8am. Consequently, shifts are cancelled until then.

There is nothing special to report regarding the accelerator. JLab has been preparing for the coming of hurricane Florence, but the situation is much less concerning for us now, the hurricane path being expected to go more south than predicted a few days ago.
