[Halld] Expected changes to the accelerator schedule

The "low energy" summer run involving the halls A-C is in progress, but in order to finish the whole  program it has to be extended.


It is likely that the accelerator schedule will be changed:

  1.  The summer run will be extended
  2.  The start of the 2019 fall run will be delayed by about 3 weeks
  3.  The spring 2020 run will start about 10 days earlier.

This change would reduce the 2019-fall + 2020-spring time by about 12 days.
