[Halld] Updated Translation Tables

Hi All,

FYI, I’ve just added two new translation table entries to the CCDB MYSQL database for the following run ranges:

Run 60000+:  Add previous TRD/GEM configuration (downstream of the pair spectrometer) and DIRC reference channels
Run 70000+:  Add the TRD/GEM detector (upstream of the DIRC) and make the required changes for TOF2 (including TAC channel movement)

I’ve done some significant testing with these, but please let me know if you see any issues when analyzing data from the previous RunPeriod-2019-01 or the upcoming RunPeriod-2019-11.
