[Halld] [New Logentry] Run Period changed to RunPeriod-2019-01

The Run Period has been changed to now be RunPeriod-2019-01. This will hold data from the upcoming DIRC commissioning and PrimEx runs. The run number has been reset to 60000 so new runs will be in this range.

Anyone logged in to a gluon computer may wish to log out and back in (or source the /gluex/etc/hdonline.cshrc file) to get the updated environment variable.
