[Halld] Update on accelerator preparation.

Dear Collaborators,

There will be a delay in the start of the Fall program. Accelerator staff is currently battling a leak in the north linac, which is consequently still warm and at atmospheric pressure. If this goes well and no other problems arise, beam tuning should start on Nov. 25th. At best, it will take several days to tune the machine up to 5.5 passes. For now, shifts are cancelled until Nov 25th (included) and we will see Wednesday if more shifts need to be cancelled/ put on standby.

The Hall will remain open until at least the 25th, apart for possible brief periods when it needs to close. e.g. for PSS checks.

It is also still not known whether we will run at the nominal 11.6 GeV energy or lower. The decision may be taken Wednesday.
