[Halld] Shutdown Fall 2020-Spring 2021 planning

The management requests a plan for our work during the Scheduled Accelerator Down (SAD). SAD will start after this run and end in Spring 2021. It is assumed that the MEDCON5 condition will persist, at least for a considerable fraction of the period. Under MEDCON5 only those invlolved in "critical activities" will be allowed on site. Critical activities include maintaining the equipment and preparations for the 2021 running. Other tasks important for the Lab mission may be considered. The total number of people on site has to be very limited.

The list of the "critical personnel" will be changed after this run.

Question to the users:

Are there critical activities requiring your presence on site? Only part-time presence can be considered.
