[Halld] Run update. Shifts cancelled

Dear Collaborators,

The start of the run is delayed for at least one week. The on-site shifts and off-site monitoring shifts are cancelled until Monday, Aug. 3rd 8am.

The mainly cause of the delay is a failure of the central chiller compressor. As a result, the north linac tunnel has been too warm to turn on the cavities. Supplemental chillers have been installed and the problem seems to be circumvented for now. Repairs on the central chiller is on-going, but not finished.
The first step in the beam restoration (RF recovery) is expected to start today or tomorrow.

On the Hall D side, we are making good progress toward readiness. There has not been any significant issue so far.
