[Halld] Access to different buildings during MEDCON5

Hi Eugene,

We will have enough FCAL bases for the next 1-2 weeks, with more coming
soon. Chris will drop the repaired bases off at the lab later in the week
for me to test when needed. To test these before going into the FCAL, I
will only need access to the EEL building.
