[Halld] Delay of the run start to Sept 3-4

Dear colleagues,

As you might have heard the accelerator has problems with parts for power supplies for the magnets of the arcs 9-10.

The latest plan is:
Hall B starts (2-nd pass) on Aug 22 (physics on Aug 23), the other halls start physics on Sept 4.
The Hall D schedule is dependent on approval from Danfysik (the power supplies manufacturer) to use a substitute part.
