[Halld] Equipment Final Survey for Fall 2021 run

Hi All,

This file and supporting data can be found on the "O" drive at;

O:\halld_engineering\Alignment\Fall 2021

As a note, the entire tie in to the accelerator was redone. The solenoid changed relative to the accelerator a few hundred microns in Z. The Carbon target ladder data is on a tab labelled such.
