[Halld] Introduction of the new Hall D Ops Liaison

Goodmorning all,

I would like to announce that James Howard will be replacing me as the Hall D Liaison for Operations. He worked alongside me during the previous SAM and Physics run with liaison duties but now he will lead that effort. Let us welcome and support James in his new role!
