Today you received a mail from the Lab director,
outlining the plan for the work resumption.

Here, I forward another mail from Walt Akers with a
guidance from ENP.

Let me add some information concerning the Hall D
plans and the information resources. One can find a
collection of links at the top of the Hall D safety
page, containing also a list of the allowed personnel
and the work schedule:

<a

a) The Lab will transition from MEDCON6 to MEDCON5
on June 8. No dates for further transitions have been
set. There is no big difference between MEDCON5 and
MEDCON4 as far as the restrictions are concerned.

b) The main goal at this moment is a resumption of
the spring run. It is planned to start for physics at
about July 20 and last 6 weeks. We assume that between
June 8 and the beginning of the run there will be no
change in the MEDCON condition or the access policy.
At the beginning of the run a change is expected to
allow shift workers to come.

c) At MEDCON5, before the run, all the work that
can be done remotely must be done remotely. The
personnel needed on site to restart the equipment is
scheduled to start arriving in several stages, called
"immediate", "tiers#1-3" (see links on the safety
page).. Only 4 users are scheduled to arrive during
that period, at tier#3. Each "tier" may take about one
week, but exact dates have not been specified yet.

d) The requirements for access to the Lab are
listed in the Walt's mail (forwarded) and other
documents. Links are available on the safety page.

1) SAF003

2) OSP Covid 19: There will be a copy to sign
in the counting house. Please send an email note to
the supervisor that you have read and understood it.

3) OSP Checklist (a separate part in OSP
Covid19): There will be a copy in the counting house
to read and sign.

4) Daily worker Self-Certification must be done
before arrival to the Lab. If "Cleared to Work" - no further
authentication is required.

e) Hall D specifics: Every access to the Lab must be
scheduled and approved by the supervisor. We are planning to
hold daily remote meetings at 16:00 discussing the status
and the work for the next day (more details later). Those
who may be involved in the next day work on site should
attend.

d) Training for Radiation Worker I: The exam has to be
scheduled since the regular place will be closed. I have to
put a request for it. Let me know a few days before you
arrival to the Lab.

e) Users can only come on site by invitation (apart from
the 4 already invited). Otherwise - please to not register
your visits. Also, keep in mind that you have to pass
through additional checks - see the director's mail.

More info or clarification may follow.

Best regards,

Subject: Guidance for Physics Staff Returning During
MedCon Operations

Good Afternoon:

In the coming days, as we transition from MedCon6 to
MedCon5,
staff and users who are returning to site should be aware
of the
following things:

1) Only staff and users who are specifically authorized
may
return during MedCon5 operations.

Users should check with their Hall Leader before planning
to
return. Only those users who are declared essential for
resumption
of experimental activities will be authorized to return to
site.
Arrivals will be staged over several weeks.

2) Before returning to site you must complete the SAF300
training. This training is available at the link below and
will
take about 30 minutes to complete:

https://www.jlab.org/div_dept/train/SAF003/Working%20Safely%20at%20Jefferson%20Lab%20During%20Elevated%20MedCon%20Levels%20(Published)/index.html

Please note, the SAF003 training has no audio or
voice-over.
The time bar at the bottom of the screen is there to
ensure
that you spend sufficient time on each page to read the
information.

3) Each day, you must perform a Daily Health
Self-Certification
before coming to work. Laminated copies will be available
from
the CEBAF Center front desk or the MCC. A digital copy of
this form is also attached to this email.

4) An OSP has been prepared for MedCon5 operations.
Please
coordinate with your supervisor to review the OSP, ask
questions,
and virtually 'sign' the document.

Per Bob May, "Supervisors can collect the signatures
anyway they
find feasible and hygienic - individual paper signatures,
e-mail
printouts, etc.
If they want to attach a chat log of a Bluejeans Meeting
where everyone
acknowledges in the chat they participated in that meeting
- that's fine.
What ever works reliably".

5) Staff and users who need to work within 6 ft of one
another for an
approved task MUST satisfy the requirements of the
Respiratory
Protection Program. This requires them to undergo medical
monitoring
(MED13), to take the SAF200 course for use of an air
purifying respirator,
and be fitted for the respirator by the Industrial Hygiene
group.

6) Supervisors who have staff who must use respirators are
required to
take SAF200kd - Annual Respirator Awareness for
Supervisors, located here:

http://www.jlab.org/div_dept/train/Respirator/Supervisor%20Respirator%20Awareness.pdf

Other details will be shared when they become available.
The Physics
Division will continue to provide updates via the
2020MedConOps
page at the following location:
https://physdiv.jlab.org/2020MedConOps

Hall Leaders, please share this information with users who
will
be returning during MedCon operations.

With Best Regards,
