[Halld_src] Shifts canceled until Wednesday 4pm

Hi, everyone.

The accelerator is performing a pass change during the swing shift tonight, which is anticipated to take 8 hours.    Tomorrow morning we will be changing the target.   The solenoid magnet needs to be ramped down before the target work (we have already started ramping it down).    The target work is anticipated to take all morning, and there is a safety walk-through for new collaborators scheduled for 2pm.   For these reasons there will be no beam in the hall likely until some time in the swing shift (4pm-10 pm), so shifts are canceled until then.
