[Halld_src] SRC/CT Monitoring Launch 2021-11 ver07

Dear Colleagues,

We just completed a new monitoring launch with the 2021-11 SRC/CT data 
set. We processed the first 2 files for all 505 runs with 
"@is_src_production" and used the latest Hall D software release 
version_5.8.0.xml. This could be the final check before we launch the 
full REST production, so please check the status of the calibrations and 
mark the approved runs in RCDB.

The monitoring plots can be found on the web page:

The merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2021-11/mon_ver07/rootfiles/

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2021-11/ver07/REST/
