[Halld_src] SRC/CT Monitoring Launch 2021-11 ver04

Dear Colleagues,

We completed a new monitoring launch with the 2021-11 SRC/CT data set. 
We processed the first 5 files for all 502 runs with "@is_src_production 
and status!=0". The monitoring plots can be found on the web pages:

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2021-11/ver04/REST/
