[Hbi-svt] Cleanroom Conversion of EEL Room 121

Hello,

We have been considering the ramifications of converting our EEL R121 
lab into a cleanroom. The amount of work and expense in relocating our 
people and refurbishing two work areas (R121 & EEL upstairs) is enormous.

In addition, this move would separate me from the rest of the group. 
Since I oversee and assign work to the group, the overall effort on the 
SVT project will become less efficient. Since we are behind in some 
areas (such as the chain test, etc.), this move will make us even 
further behind.

Taking these factors into account, Amrit & I are in agreement, if the 
CEBAF Center F-wing room Latifa previously showed us can be made 
available, this would be a far better choice for the cleanroom than 
moving the group to the upstairs EEL area.
