[Hbi-svt] SVT Sensor Count

Hello,

After the collaboration meeting, we have been studying the SVT design in 
detail. When we initiated the procurement for the SVT sensors, our total 
sensor count was 264 (with spares) for a three-region 8-12-16 sector 
design. Since that time, the SVT detector sector count has been 
increased to 10-14-18.

  In addition, the design may change from two sensors to three per 
module side for regions 1 & 2. With these design changes, the sensor 
count increases to 378 (with spares). The cost of these changes are 
estimated to be approximately $150K. We will not know the exact price 
increase until the responses from the vendors are received.

The closing date for the sensor solicitations is June 30th. We need to 
either increase the sensor count in the current solicitation, increase 
the order count after the contract is awarded, or go back to the 
previous design.
