[Hks_2] HKS-HES shift table is now opened

Dear Collaborators,

Now E05-115 shift table is opened for the all collaborators.
Especially, I encourage collaborators from abroad to assign shifts soon
before preferable periods are occupied.

Shift table can be accessed from HKS-HES Wiki and follow the link "HKS
Shift Schedule" in the side bar or Hall-C Elog top.
Experts are advised not to fill the shifts in August. Experts work
schedule in the commission time will be given separately.

Minimum requirement for the collaborator is 6 shifts and owl shift can
be counted as 1.5 shift.
To allocate the shift you need password "eekhyper".
