[Hps-analysis] track efficiency corrections

I’ve posted a note (HPS-ANALYSIS-NOTE/trackEfficiency) and accompanying confluence page on track efficiency corrections here:

The confluence page has a recipe on how to use these corrections on your MC so that the efficiency will ~match the data.  The code snippets are python but it is easy enough to port to java or c++ ; if someone does this, please post the snippets to this page!

So far, it’s just the 1.05 GeV run, but soon I’ll post the corrections for the 2.3 GeV run as well.
