Ok, from the table for the new finalStateParticle collection, should I interpret the “e-“ line to mean that non-cluster-matched electrons with p<0.75*beam are included?
I should have thought of this earlier but was this tested on MC? I’m guessing the timing offsets will have to be changed for that...

Which shows - among other things - how MollerCandidates/MollerVertices are produced and stored from both FinalStateParticles and OtherElectrons. Please do not make new proposals without first completely digesting what has been validated and is already in place as represented here.
As far as the momentum cut for final state particles, this is what Miriam has to say:

With this in mind, the other possibility for setting the maximum momentum cut for FinalStateParticles (to be used for analysis) is simply to raise the cut so that it is very loose w.r.t. analysis cuts, like 0.9E_beam. Is there a very good reason for not simply doing that, and using the concatenation of FSP/OE for FEE analyses? That would be my counterproposal. Maybe there is a third way?
