[Hps-analysis] hps-java 4.3

The 4.3 release was botched due to some conditions database connectivity issues.

The 4.3.1 release completed fine after I disabled tests and can be used instead:

The 4.3 jars didn't deploy and so won't show in Nexus though there is a 4.3 release that shows in github (don't use it!).

The next development iteration is 4.4-SNAPSHOT and the release will be 4.4, targeted for just prior to the summer run, or earlier if we so choose.
