[Hps-analysis] HPS /work upgrade ready

Hello All,

Scicomp is ready to move HPS to a new /work (not the one in the counting house) fileserver with increased performance and space.

This will require switching it to read-only for a final rsync and then the switch will happen.  That should take a total of 30 minutes, and meanwhile people/jobs trying to write to /work/hallb/hps will have problems.

I don't see anything currently on the batch farm for HPS.  I'm tempted to let them go forward with this ASAP unless people yell.  Not an ideal time for this, but I requested they do HPS first since we have most to benefit for the upcoming run.
