[Hps-ecal] Commissioning Update

Hi Everyone,

Since we didn't have a meeting today, here's what's happened since last time:

Friday the bottom half of the calorimeter was cabled to its discriminators
with the new LEMOs.  And now that some DAQ issues over the weekend
are resolved, we can finish LED working point calibration this week.

The issues with signal cable LT3 were somewhat resolved:

We raised a few HV trip limits, and there now remain two HV groups (supplying
19 signal channels) that still trip at expected working voltage.

We see single cosmic signals in the calorimeter, with amplitudes roughly as
expected.  Analysis and data taking are ongoing now with the full calorimeter
wired up.
