[Hps-ecal] ECal meeting

Dear ECal colleagues,
I was asked to provide a latex version of the ECal commissioning plan I 
showed last week at the meeting.
Here you find a (preliminary) version, that is mostly the 
"transcription" of the slides I showed.

This is not yet the version I'd send to the HPS Executive committee, to 
have it being "officially" inserted in the HPS notes archive.
I send it to you so that you can have a quick read before our today's 
meeting.
