[Hps] HPS shifter checklists

Dear All,

we have produced a set of checklists for the shifters:

- Start of shift
- Hourly 
- End of shift

This will obviously evolve as we move into a more stable situation but please start using these as best possible and give feedback on the content. These are meant to be useful both to help the shifter remember what to check and also for us to go back and understand the conditions for a certain run period. 

For the moment these should be copied and pasted into the logbook window.
