[Hps] Minutes of Hall B meeting

Note the reports by G14 run coordinator Andy Sandorfi and HPS run 
coordinator Maurik Holtrop.

Not unexpectedly, Mont announced that the operation of the accelerator 
will NOT be extended beyond the planned shutdown on May 18. An extension 
of between 2 to 6 weeks had been requested by Qweak, G14, and HPS.
