[Hps] new constraint from electron g-2 & hydrogen transition frequencies

Hello Matt,

Very interesting. I would need to overlay the new constraint onto our reach curves for the commissioning run to be sure, but I think this means we don't need to run at 0.5 GeV. The 1.1 and 2.2 GeV runs would not cover the entire gmu-2 region.
