[Hps] last chance for proposal changes

I'm not accepting changes after tomorrow (Thursday), 5 p.m. Pacific time.

If you have changes to make, it'd be nice to tell me which file to make 
them in (failing that, section number and quote and/or description of the 
figure). Page numbers and figure numbers are changing all the time.

All changes should be sent to John, Stepan and me.

This week is endgame and we haven't been running all changes through 
section editors; this means that your local copy of a section is probably 
out of date. If you choose to make changes by editing a tex file, work off 
of a current version of the file.
