[Hps] Second draft of the HPS Test Run NIM paper

Dear All,

this is a second circulation of the Test Run paper aimed to be published in NIM.

This version, 2.5, contains in many aspect a new version of the draft based on feedback since the collaboration meeting. 

Please read and give feedback before Wed April 23rd. 

The actual paper can be found under the PPC pages on confluence. Please let me know of you don’t have access to this page (it’s probably a good idea to get access to the confluence pages anyway).
