[Hps] CEBAF machine operation suspended

Today around noon a key bank operation violation took place in Hall D and the machine operation was suspended immediately. 

HPS SWING and OWL shifts are cancelled.

Fact finding committee has been formed, and depending on what they find and what DOE rules to follow, the machine operation in the next five days may not take place. Furthermore, planned January machine operation may not be approved.

This is a very serious safety violation.
