[Hps] Response to DOE and Request for Approval from JLAB

Dear HPS,

The draft of part I of our response to DOE and our request for approval is attached above.
Also attached is the Report from the Review, which our document addresses.

Authors of various sections (you know who you are), please review DOE's report to be sure
we shouldn't be addressing additional comments. We have thoroughly addressed comments
in the closeout section, but less thoroughly addressed those from the summary of the merit reviews.
If you see further comments in your area, please send along your response asap.

Everyone's comments and corrections are welcome. We should try to turn this around in a week or so. It is
time to submit it to JLAB.

Part II of the report will be our proposed run plan. This is still under construction. I hope to send
it along for comment in a week or two, and continue discussing it at the Wednesday HPS meeting
in the meantime.
