[Hps] Welcome New Member Greg Kalicy

Dear HPS,

Greg Kalicy is a post doc at ODU working with Larry Weinstein. Greg is devoting roughly half his time to HPS, including
the mock data challenge and the beamline.

Following procedures in the HPS Bylaws, the EC has approved Larry's request to make Greg an HPS Collaboration member.
