[Hps] New Member Election October 10

Dear HPS,

We are fortunate to have had Carlos Munoz Camacho, a staff physicist at Orsay, request membership in HPS.
His statement, given below, has been reviewed by the HPS EC and his candidacy approved. Since it will be a long
time until our nominal election time at the next Collaboration Meeting, and since Carlos is already at JLAB, the 
EC has decided to proceed with an email election, which will be held on October 10, 2014.

This email serves to provide you with his statement and notify you of the upcoming election, in accord with our
bylaws.  Please do not vote yet.

A second email, in early October, will request your vote in an email election.

Carlos' Statement:
I would like to become a member of the HPS Collaboration. I am a staff scientist at IPN-Orsay, currently stationed at JLab. I have expertise in calorimetry from my work on the DVCS experiments in JLab/Hall A, and I'll be willing to co-advise our PhD student working in HPS in Orsay. Since I'll be at JLab during the upcoming HPS run, I'll be able to participate to the data taking.

I'd be willing to participate to the data analysis. I think I can invest about 20% of my time during 2015 and 2016.
I'm able to start, especially during this Fall run.
