[Hps] Update on the run and shifts

Dear all,

As of today, due to a leak in CHL, the start of the CEBAF machine has 
been delayed
and is expected to be around October 10. It will be at least another two 
weeks after
that when we expect to see beam in Hall-B.
HPS will keep its shift schedule, start at November 22. Machine will be 
down for
Thanksgiving, so there will be no shifts from 8am on Wednesday, November 
26, to
8am on Tuesday, December 2.
