[Hps] Mail problems between SLAC and JLab (hopefully) resolved

JLab computing: "I made a slight configuration change which seems to be 
allowing more mail from slac into JLAB.   It wasn't all of slac, just some 
addresses.  I saw a lot of messages coming into JLAB from slac without 
issue.  I think my change has fixed the issue."

I'm following up with SLAC computing to make sure they see no problems on 
their end.

Let me know if you continue to see problems sending e-mail from SLAC 
addresses to JLab addresses. I do not know whether the problems with the 
mailing list are also resolved; there is a separate CCPR for that problem 
and the guy who responded to my CCPR (108040) is also working on that CCPR 
(108041 and 108047).
