[Hps] Revised Run Plan this Week

Dear HPS,

HPS will run on Tuesday, March 24, because the TORUS coil has not yet been made available for transfer to the hall.
Machine studies for Wednesday day shift have been cancelled. HPS run status then will depend on Torus coil plans which are TBD.
For now, all shifts this week are ON. It is likely we will be interrupted later in the week for coil installation.
