[Hps] HPS ECal draft

Dear HPS collaboration members and/or co-authors on the ECAL-NIM paper,

 Please find here attached a draft of our publication on ECal to be
submitted to NIM A. Two previous versions already circulated among the
authors, and we'd like to think that this third version is very close to
the final one. As per the HPS charter, all collaboration members are
entitled to read the manuscript and comment, even if they are not
co-authors of this technical publication. Please do so within the next
couple of weeks, with a deadline of SEPTEMBER 14, addressing comments to
both of us, with cc to Larry Weinstein as chair of the PPC. It will then
be up to the PPC to give the final green light for submission.

 A list of FUNDING AGENCIES contributing to the ECal has been started,
please email us if you would like to see other agencies added.
