[Hps] Revised HPS Physics Readiness Document

Dear HPS,

Attached is the revised HPS Physics Readiness Document which we submitted today to JLAB management.

The purpose of the document is twofold: (1) to summarize the performance achieved in the Engineering run and demonstrate our readiness to do physics; (2) to get full and unconditional approval for the remainder of the 180 PAC days we originally requested. The original version of this document was submitted in November, 2015. Several revisions have been made to address concerns expressed by management, especially in regard to our mass resolution and our vertexing performance.

Thanks to everyone in HPS and to the EC for reviewing this document. We have a demonstrably working experiment!
