[Hps] HPS upgrade ERR today

Dear all,

Just a quick word on ERR we had today. There were three talks, overview, tagger upgrade (Stepan) and SVT upgrade (Tim). We will get final report tomorrow or the next day. At the closeout we were presented with three recommendations, two of which are identical for two upgrade projects, SVT and the trigger. We need to provide clear milestones for the projects that can be trackable. The third recommendation is related to run documentation, we did not had clarity on who will be the PD, so the recommendation will be to assign the PDL and update COO.

Everything else went well. We will have some additional comments as well.
