[Hps] HPS shifts: Update

Dear HPS,

Power has been restored to the hall.  However, due to loss of a phase during some period, there is concern about compressor motors and cryo will not be coming back up immediately.  As a result, multiple days down are expected.  

HPS shifts are therefore cancelled until tomorrow swing, and on standby until Wednesday swing.  There will be another update tomorrow.
