[Hps] HPS shift

  The optics experts had a meeting yesterday to discuss the beam
restoration plan. Attached photo shows the plan. Hall B beam tuning to
the tagger dump may take place during the swing shift. So the day shift
is cancelled, but shifts are ON from the swing shift.
