[Hps] Remote Access to the EPICS screens.

Dear HPS members,

Though I fully appreciate everyone wanting to up to date on the run and wanting to keep a close look at what is going on, we need to keep the number of overall connections to EPICS (the scaler displays) down. When too many connections are open it does not allow us to open new windows to EPICS in the counting house. When too many connection are open, we get an IOC alarm, but we do not know who or where all the connection are open.
