[Hps] Run extension and shifts

Dear HPS,

Run has been extended till November 4th. Bryan already made the shift schedule available to sign up. For the extension, we kept the 5-shift block for the expert but have 2-shift blocks for the remote worker shifts per institution. Some of you have signed up already for the extended period. Please start to fill in the rest. 

Run is going well, I hope with this extension we will be able to collect >80% of the projected statistics.
