[Hps] [Jlab-scicomp-briefs] Jasmine service disruption and scheduling delay

Jasmine is currently unavailable while we investigate software issues caused by an unusually high volume of file requests, which resulted in significant system slowdown and minimal throughput.
You may continue submitting requests; however, they will not be scheduled until services are fully restored. We expect service to resume later this afternoon. In the meantime, web displays may show outdated information.
