[Hybrid baryons] Hybrid Baryons LOI

Dear all,

  Attached is DRAFT-3 of the Hybrid Baryons Letter-of-Intent.
I tried to include all corrections from Annalisa and Ralf who acted as 
reviewers of DRAFT-2B. There are two sections, IX and X (appendices), 
which remain to be fully reviewed. However, I believe the LOI is in good 
enough shape to send it to other potentially interested parties who may 
want to actively join the project. Annalisa, please feel free to send it 
to the INFN at JLab12 institutions.

Once we have the final two sections reviewed and corrected we will send 
the LOI to the CLAS collaboration.

Please keep sending further improvements and corrections.
